By the looks of it, a modder hasn't really had much interest (RedM exists and for most people satisfies this need). It might be worth spending some time looking into this yourself to see how doable this is if RedM doesn't meet your needs. There are a decent amount of modders here and in the Discord server who would most likely be happy to provide pointers, but I don't think there's anyone interested at this time in doing it all by the looks of things.
