I've tried many fixes and so far the only concrete fix is reinstalling the game every time the issue comes up, which is not a good solution. My game is modded, but I had no issues the previous night. I added Bandit Hideouts this morning and the game started stuttering again. I removed it to see if it was the problem but the stutter remains. I tried the Stutter Fix mod with several of the files and it didn't help. GPU usage drops as low as 2% on some of the bigger stutters. I also found that Collyrium and Vestigia both cause stuttering as well.
