Hello, I am considering downloading NPC Catalogue, but I am confused, I hear all this chat about RDOffline and NPC Catalogue, so do I NEED RDOffline to install NPC Catalogue or can I just install by itself? Thanks

(I do not even know if I am posting this in the right bit) I come here to ask if someone could make a mod featuring beta Arthur Morgan, as seen in promotional images and videos of RDR2. In the actual game he looks very different. Thanks
