Go to the file managing for the game, and open the Ist file. (I resaved mine as a notepad doc to be able to view it and edit it).
Scroll down the contents and you should see "Peds, Charaters, Weapons, Horses, in this case actions. Copy the actions you want and paste them under actions then save.
if you want them to have a specific name, follow the current format in the doc ex/ INSPECT=WOLRD_HUMAN_INSPECT.
if yo dont care for renaming just copy and paste in as is.
Adding characters are the same. always add a Space and comma between each one under where you want to add the peds.
Ex: A_C_Horse_AmericanPaint_Tobiano, A_C_Horse_Appaloosa_Blanket,
