Hello! I am having issues with the game dropping fps whenever near a town (any). The game was stable >60 fps before downloading this mod. Can anyone help?

when I try to spawn a horse, only a fraction of horses from the game show up. About 6 or 7. How can I fix this? Is it beacause I'm still in Chapter 1: Colter?
