I imagine the pacing will be pretty different this time around.

Well, obviously, the system should be completely based on random witnesses randomly running up to you and reporting a crime. -
Probably the first thing I'd like is overhauls for the wanted and bounty mechanics; I've never liked the fact that you just pay a "murder tax" and get off scot free for all your crimes.
