PUT the freeze option to ON and still cannot freeze peds -

Im using Chinese generally and can only see the little book on the desk without any reaction button appeared. Guess its about the language So, do you need any help in the translation work or anything?

Just installed, and found no reaction button at all when set in Chinese , thus cannot play with this FR function at all. can see the little book highlighted. need any translation help with that btw?
