Lurked quite a bit and have played mostly on PS but have started to play on PC. Recently my neurodivergent niece that is in LOVE with horses wanted to play but just for interacting with the horses and telling her own stories while she plays. I was hoping there's a mod or a combo of mods that will disable all combat and maybe add some more horse types or interactions with the horses.

 

Any suggestions would be appreciated!

I'm not actually sure if anyone has made plugins specifically around more interactions with horses, but my knowledge might be outdated - maybe someone else will chime in with a suggestion.

However, Tranquility by goldenplaysterraria aims to make the game world more peaceful.

You could also use Pimp My Horse by LMS to make it more easy to customize and play around/discover with the horse options a bit more.
